Organized Theories of Tenet Resignation:

I. Tenet is acting on BEHALF of Bush Administration

A. Voluntary resignation. Creating a fall guy (a man and his agency) for 9/11 and Iraq war blunders. No resignation letter apologizing for failures would seem to suggest against this.

B. Involuntary (fired). Bushco creates their own fall guy man and agency with this firing.

II. Tenet is acting AGAINST the Bush Administration

A. Planning to write tell-all book, can't do it while in office
1) Planning to do tell-all interviews about Bushco

B. Bushco planning some seriously evil moves involving the CIA to help secure the election (staged "terrorist act" or faux preventing of "terrorist act" or electronic vote stealing or all of the above), Tenet and deputy decided they wanted nothing to further to do with it and resigned before they could become further involved/implicated.

C. One or more of various scandals already brewing/bubbling threaten to engulf both the CIA/Tenet/Deputy as well as Bushco itself, so these two decided to leave while things are starting to get hot, to hopefully avoid being singed by the flames. Plamegate, 9/11, Abu Ghraib/GTMO, no WMD, you name it.
1) Tenet/deputy planning, or have already given, damning testimony against shrub or Cheney in the Plame affair investigation.
