1. Probably not for the public...
...but might open it for a private viewing (they did this for Kennedy).

I wonder if he'll lie-in-state in the East Room, as well as the rotunda of the Capitol?

...complete with fake hair. In Jim Bishop's book, The Day Kennedy Was Shot, it tells of the whole process.

A peculiar thing I just noticed - they're showing Reagan's hearse making its way thru the streets of Bel-Aire and there is no one lining the route. When FDR died, the route from his Warm Springs retreat to the train station was lined with weeping people. Not so in Reagan's case...

2. He's going to lie in state in the Capitol Rotunda, so yes.
Details per my local paper (he's to be buried here)

"Reagan's body was expected to be taken to his presidential library and museum in Simi Valley, Calif., and then flown to Washington to lie in state in the Capitol Rotunda. His funeral was expected to be at the National Cathedral, an event likely to draw world leaders. The body was to be returned to California for a sunset burial at his library."
