It'll be hard for * to campaign when he's supposed to be grieving, won't it? And nor does he really have the finesse to handle doing both. That's not to say he might not want to do both ... but I doubt he can. So he'll have to settle for one or the other. And if he gives too strong an appearance he's campaigning instead of honoring Reagan, he'll get it from both sides, especially since Kerry has agreed to observe a few days of silence.
