Dim, second-rate B-movie actor who shocked his critics with his effective portrayal of an American president.

3. Somewhat decent person

Lousy administrator, great speaker. Reagan and Clinton had a similar skill in that way. They could paint a vision not of what AMerica was, but of what America could be. The difference being that after the speech Clinton would go to work to implement it, and Reagan would go and have a lie down. Not to mention that the programs nad policies Reagan would use to implement his vision of America were often pretty stupid and or evil.

But I don't feel comfortable describing him as evil per se. I think he believed that what he was doing would benefit Americans in the long run.
