In searching Yahoo today I came across that statement twice as explanation for his fiscal duds.
Ronald Reagan had a Republican Senate for six of his eight years.

Not only did the Repugs control the Senate, but they had de facto control in the house because of traitors like Phil Gramm. There were about twenty hard core DINO's in the house that voted with Reagan on everything.

1) Congress never spent as much as Reagan initially requested in his budgets.
2) Reagan could have vetoed any budget he wanted to.
