How do we know this was not a terrorist attack?

I am amazed how quickly they claimed this had nothing to do with terrorism. Yet we get explanations of lightning strikes where no thunderstorms were present. Immediately after the outage, the dollar started falling on the fear of terrorism.

talk about how they are trying to find the cause. They don't know what caused it, but they are sure it wasn't terrorism. Don't they think we can follow simple logic? I'm not saying that it was or wasn't terrorism, but why are those three little words ("I don't know") so hard for politicians to say?
