In the first link, Putin states his support for the United States in the War against Terrorism but argues against including Iraq in the War against Terrorism. He also stated that there were no "international terrorists" under Saddam Hussein. See

In 2003, the United States requested that Russia freeze Saddam Hussein's Russian bank accounts. According to Russian Finance Minister Alexei Kudrin, "we can freeze accounts if they are used to finance terrorism or money laundering activities," but "there are no facts linking Saddam Hussein's accounts in Russia to such activities."
