He's Chairman of the Joint Chiefs of Staff. I noticed a few things on his uniform, but the most noticable appears to be a set of "Command Pilot" Wings.

2. Yes, that is him. I never can remember his name, keep in mind he is the

top man in the military command sructure. What the hell does space commando know about ground warfare ? Afterall that is what our troops are primarily involved in. I expect it was part of starwars II plan and that he was to line up lucrative deals for Daddy Warbucks: George the 1st, but now we are stuck in all these ground campaigns.
