They can be moved around from place to place as needed.

I don't think this implies fodder. There's plenty of more outrageous things Rummy has said to get mad about.

I have NEVER heard of human beings referred to as fungible before Rumsfeld's odious comment. It is not an appropriate term when referring to people.
