no one has 100 years as a planning horizon. But outcomes is sort of the latest buzzword in public administration....Clark is really a product of his DoD career for sure...

5. Sure, the judiciary does, as do (presumably) environmental groups
That's why Clark cites the main 2 issues that we can affect over a 100-year timeline are the Constitution and the environment.

I might also add long-term demographics (i.e. rough population size), too, but maybe Clark subsumes that under the environment.

6. Everyone is using Outcomes in planning.
Outcome-oriented decision making is a part of Game Theory, and because I saw parts of this in Clark's thinking process, I used to think he was too much of an egghead to make an effective political candidate. I'm happy to say, I now think I was wrong.

I think the current wave comes from an Air Force guy named John Boyd. He created a decision making loop, 'Observe, Orient, Decide, Act,' to describe, in part, how fighter pilots should think in a dogfight. It was extended and broadened, and now is used in business as well as the military. You take the outcome, analyze the results against the expectations, figure out what went wrong and what went well, and start over.

The more people of all stripes see of Clark the more they like him.
Dean was nothing more than a long shot until recently, and Clark doesn't stick his foot in his mouth.
