why should any defendant that appears in his court recognize Moore's jurisdiction over them?
couldn't they just argue that the state is encroaching upon their God-given rights?

He needs to be arrested, fined, and impeached. If he will not obey and uphold the rule of law, that is grounds for impeachment.
