U.S. funding denied for huge natural gas project in Peru, Aug 29

The U.S. Export-Import Bank, citing potential damage to Peru's rain forests and indigenous people, rejected $213.6 million in loan guarantees Thursday for a giant natural gas project involving two Texas-based energy companies with close ties to the Bush administration.

Hunt Oil of Dallas has teamed with two Argentine companies, PlusPetrol and Tecgas, for the planned $ 600 mm exploration project, $ 800 mm pipeline and $ 50 mm natural gas distribution network. Halliburton of Houston is designing a $ 1 bn terminal to ship liquefied gas from the Peruvian coast to the United States.

The chairman of Hunt Oil, Ray Hunt, was a so-called Pioneer who raised more than $100,000 for George Bush's presidential election campaign in 2000. He and his wife both recently gave the maximum personal contribution of $2,000 to Bush's re-election campaign. KBR would not be involved in the pipeline itself, but would be well-placed to build a $1 billion natural-gas plant on the Peruvian coast if the project goes ahead.

President Bush visited Peru in March of 2002. A report said that Hunt and Halliburton were "lining up administration support" for the financing.

The project is over 70% completed and it is a small miracle that the funding was rejected. Good time to regroup and re-petition our elected officials.

That is correct. They will find the money.

However, we need to consider that the many forces which are involved in this project will have a continued negative impact on this region and we need to keep the pressure on.

Many people in Peru still live off of the land as their ancestors did for thousands of years. In the Peruvian rainforest, where Shell conducted exploration activities, an estimated 100 hitherto uncontacted Nahua Indians died after catching diseases to which they had no immunity. One by one they were exposed to destructive elements from the outside world; not by accident, but in a deliberate attack on their land (their primary resource), and are pushing them and their species habitat to the brink of extinction.
