Weird - tv alert - help to explain...

Okay, I turned on comedy channel; it is 10:39pm. The screen is black. There is a green strip at the top with a marquee that reads:

The Civil Authorities have issued an alert test for Deschutes Cty, Or, for 11:08am to 11:23 am.

1. It is not a.m.
2. it is not 11:08 (am or pm)
3. Civil authorities? What the HELL agency is this? Civil authorities? Is that county, city, state, or federal???

Very, very strange. After reading that story on the front page of DU re the warsaw ghetto plans for fallujah, I am totally FREAKED.

But for now... has anyone else seen such a think on tv? Or even someone in OR seeing this now?

On the friggin COMEDY CHANNEL? Yeah, that's where I would tune in if there were a national emergency!

It's unacceptable to interrupt for an emergency test, unless they identify WHO the civil authorities are. I mean.. what if it were al queda?!!

3. Yes...well sort of. Expected winter weather...

lots of wet snow...all day long.. non stop. Not really sticking other than about 4 inches.. but lots of precipitation.

But the comedy channel?

But they do have to test alerts on every station, because what if the country comes under attack and you happen to be watching the Comedy Channel?

7. Well.... realistically.. IF say the east coast were under attack....

(from who, I would never guess....but anyways....) What the difference does it make if I don't know about it when I am 3000 miles away??? Seriously.. It shouldn't matter. I will find out when I find out. just like I found out about 9/11 an hour after the 2nd tower fell. Didn't make a difference one iota.

I will check with the cable company tomorrow and report back. But something tells me... in my gut, that john stewart is leading off with something really inflammatory!!!
