The view at the White House is somewhat different. Guiliani's handling of 9/11 was widely praised (rightly or wrongly), while President Bush's handling of it left a lot to be desired. Of course President Bush resented that situation (look at how he both needs and resents Karl Rove), and has probably been nourishing a bit of a grudge against Guiliani since then.

Guiliani, and I say this as someone who can't stand him, showed real physical courage and leadership that day. That footage of him and his aides running through the street as the tower collapsed in the background was chilling.

Let's face it Bush's big public moment on 9/11 was reading My Pet Goat. Bush may use Guiliani like he did at the convention but I don't think he's ever forgiven him.
