It's called Brush To Go. Every time Shrub goes to Crawford for vacation, they deliver several truckloads of new brush for him to clear. I think it was founded by the same guy that furnishes Shrub his rental cows and horses.

They scare faux cowboy Chimpy because they are both smarter and less placid than the wild bicycles and Seqways that have turned against him so often. The coward-and-thief shows his power over his true intellectual and physical peers by slashing up plants. I suspect he shouts out "You can't run and you can't hide!" at every encounter. He probably wet himself when signing the new clear cutting regulations.
