The phrase "the tip of the iceberg" indicates that the *real* iceberg is yet to come. As if to say, if you thought the pro-slavery bit in the book was bad, you ain't seen nuthin....

Or to take it to extremes: "Yah, it prolly ain't such a good idea for us to talk about the nigger race that way, but that's wuddn't nuthin - that's just the tip o the iceberg - this OTHER part ya see...."

Or one more way: How bad to black folks have to be treated before they merit a whole iceberg to themselves, and not just a tip? LOL
