It seems it's also important that you have had some kind of relationship with that member, or that you've worked on Dem issues in the state for the contact to be important.

I'm not sure if it's necessary. Can anyone elaborate on this?

Dean mentioned something about this, but he might have only said that it helps to have been been in contact with the DNC member.
