The Selective Service System is looking for men and women to serve as members of local boards that are currently in a standby mode. A prospective member must be a United States citizen, at least 18 years old, registered with the Selective Service (if male), not employed in law enforcement, not an active or retired Armed Forces member and not convicted in any criminal offense.

Once identified as qualified, candidates recommended by the governor are appointed by the Director of Selective Service, acting on behalf of the president. As board vacancies occur, they must be filled with candidates from their identified jurisdictions. Each new board member receives initial training after appointment, and continuation training each year thereafter to improve their knowledge of the laws and precedents which encompass the Military Selective Service Act and its application to civilians. Board members may serve up to 20 years.

"Local board members are uncompensated volunteers who play an important community role closely connected with our nation's defense," says a news release.

If a military draft becomes necessary, approximately 2,000 local and appeal boards throughout the nation would decide which young men in each community receive deferments, postponements or exemptions from military service, based on federal guidelines and community standards.

...was ineligible for duty on a draft board. I wanted to apply too, simply to be sure that the GOP went to the dance in equal numbers. I can be a real hardass in vetting scenarios, it is one of my odd strengths.

But my reading of the qualifications was that military, either vets or retirees, are not wanted. Really stupid rule, when you think of it...

SEQUENCE OF EVENTS

Here is a brief overview of what would occur if the United States returned to a draft:

1. CONGRESS AND THE PRESIDENT AUTHORIZE A DRAFT
A crisis occurs which requires more troops than the volunteer military can supply. Congress passes and the President signs legislation which starts a draft.

2. THE LOTTERY
A lottery based on birthdays determines the order in which registered men are called up by Selective Service. The first to be called, in a sequence determined by the lottery, will be men whose 20th birthday falls during that year, followed, if needed, by those aged 21, 22, 23, 24 and 25. 18-year-olds and those turning 19 would probably not be drafted.

3. ALL PARTS OF SELECTIVE SERVICE ARE ACTIVATED
The Agency activates and orders its State Directors and Reserve Forces Officers to report for duty. See also Agency Structure.

4. PHYSICAL, MENTAL, AND MORAL EVALUATION OF REGISTRANTS
Registrants with low lottery numbers are ordered to report for a physical, mental, and moral evaluation at a Military Entrance Processing Station to determine whether they are fit for military service. Once he is notified of the results of the evaluation, a registrant will be given 10 days to file a claim for exemption, postponement, or deferment. See also Classifications.

5. LOCAL AND APPEAL BOARDS ACTIVATED AND INDUCTION NOTICES SENT
Local and Appeal Boards will process registrant claims. Those who pass the military evaluation will receive induction orders. An inductee will have 10 days to report to a local Military Entrance Processing Station for induction.

6. FIRST DRAFTEES ARE INDUCTED
According to current plans, Selective Service must deliver the first inductees to the military within 193 days from the onset of a crisis.

layed out the same changes to include the inclusion of women and college deferments for only one semester. According to the www.sss.gov site this bill presumed that there was to be a draft and if so that changes were to be made so that everyone served not just the males and the poor.

I imagine it will go down like this; the pResident will ask Congress for a draft, everyone in Congress will roll over and sign on and * directs that a draft is to commence. Count on it, and very very soon. They haven't filled draft board positions since Viet Nam.

That doesn't mean that preparations can't be made. That all alternatives should not be looked at. It's what we pay our government employees to do. It may be being considered for down the road. 48. The military reality seems to beg for a draft

The US doesn't have enough troops to even partially stabilize Iraq in face of a rather disorganized Sunni resistance. The US can't even keep the road to the International Airport open and must distribute a lot of their supplies by helicopter. Much of populated Iraq is "Injun Country" with the US hunkered down in big, "safe" forts. The locals will be in no position to stabilize the situation any time in the near future. Should the Shia resist the occupation or should the US feel the need to make forays into Syria the US will be hard pressed to dig up the manpower needed.

The Reserves and NG are stretched to the snapping point. They are over represented in percentage of occupation troops. Morale is plummeting, primarily from overdeployment. Refuseniks are appearing.

Recruiting is down. Stop-Loss and IRR are what's filling the US's military requirments. They are rehabilitating amuptees to compensate for manpower shortages.

There are at least two nations, North Korea and Iran, that the US deals with primarily through military intimidation. Without the "boots" to back the US policy the threats become less credible. All that's left are air strikes and then the nuclear option. The latter won't sit well with the rest of the world, especially Russia, China, and India. Sooner or later someone will call America's bluff.

I don't see how the US can continue its ways without a draft to fill its overdeployed, understaffed military.

As bad as the political blowback from a draft would be to the politicians, the catastrophic military collapse of their dreams, schemes & agendas may seem worse.

There is a way they can restart a draft and not lose political support.

First consider, if Bush starts a draft we will like him even less, but then again we don't like him now and we voted for someone else. Bottom line, irritating us zeros out in the political calculus.

So, the crowd he has to sell on the proposition are those who support the war and other republican policies enough to vote for him in the first place and perhaps the few more who are "persuadables".

These folks, from all the bumper stickers, are already pretty effectively the "support our troops" crowd. Most apparently already buy the notion that "our freedoms and values" are under attack in Iraq. Bush already has more than half of the ingredients for this receipe.

Now add to this a report finding that our "troops and their families" have "sacrificed" so much to defend us (extended deployments, redeployments, stop loss, getting wounded or killed) that they truly need our "support". Add a further finding that more troops are necessary to stop the "terrorists". Toss in firing one or two high level folks who "underestimated" the need for a larger force.

At this point, Bush can stand up and say that as President, he has to make "hard choices". Do I continue to demand more "sacrifice" from those who have already given so much to defend "our freedoms and values"? Or do I reinitiate the draft so we can share the burden of "supporting our troops"?

Framed properly republicans could potentially come out politically stronger in the short run for having the "courage" to restart the draft in the name of "shared sacrifice", an "American value".

My bet is that this is exactly the game plan. The Selective Service did not meet with the peace churches and strongly suggest they get their alternative service programs reactivated for nothing.

Over the long haul the draft will come back and bite them, but done right, that could take years.
