It simultaneously fools the majority of voters into thinking they are a minority, the minority to be empowered is emboldened by thinking they are a majority, moves the whole weight of the state, military, judiciary and bureaucracy behind the fraudulent pretender, and in general brings down the wrath of the public on those who contest the results beyond some minimal and mandated process.

Thus, the ultimate propaganda technique may have met the ultimate pro-technology propaganda: the trusting of results simply because they come from code and not human ballot counters. One word for this is technocracy.
In July 2003, India, the largest democracy in the world, ran an all-electronic election, over the objections of opposition parties. Claims made by government-appointed experts that voting machines "could not be tampered with" are generally discarded by experts in every developed nation.
