During his Governorship of Texas Bush had 152 people executed, more than any other Governor of any other state. He only granted clemency in ONE case.
So Bush's MQ (mercy quotient) is 1/152 = 0.0065, which is still likely higher than his IQ. Bush is by no means merciful.
