This Cabrera guy has the Cheney "sneer" down pat. As for the hair, I'm sure Diseased Dick had hair once upon a time. The nose features are somewhat alike.
I think this is Dastardly Dick's illegitimate son and he's trying to throw some money his way, just like he does to everyone else remotely acquainted with him.
