Good lord, I hope it's not Chicago -- I grew up there, and no city in the country has corruption quite as florid as Chicago's, even to this day. It may be a Democratic stronghold, but it doesn't mean people are any less screwed in Cook County then in your typical Red State.

And San Franciso's TOO far-left for general representation, though it'd be a great cultural capital!

I'd think that a place like New York City or Philadelphia or even San Diego would fit the bill. Economic powerhouses all (yes, even Philly).
