Also, if the Red States attacked, the Blue States government would be able to go into exile in Canada just by crossing a bridge, running through a tunnel or jumping on a boat.

Why is a capital needed? I can see why my capital is London, or the French have Paris &c.&c. (i.e., tons of history), but it seems to me that a large capital city encourages a federal boondogle.

Have a small seat of government to house the President, Congress, and Supreme Court (in fact they could have three different places), not in a major city where land-prices are incredibly high. Then position the necessary civil-servants in places where they can boost the local economies.

Keeping away from grandiose governmental statements seem to me to fit perfectly with the ideals of the suggested 'Blue States'.
