The biggest cement exporter during Saddam's reign and now all those cement factories are lying idle.
One of the best educated countries, filled with technocrats who managed to run the country on spit and wire during the sanctions..and now they have all been fired and replaced with foriegn contractors.
last i heard, even the local McDonalds in Baghdad was staffed with PAKISTANIS.
The few iraqis who stil have jobs are worried that the US will "privatize" thier factories and lay off all the workers, just like they have been doing to so many others. the rest are torn between working for the Americans (the only source of employment) and staying alive. So few realizee that the main incentive for young iraqi men to join the new police force is that there are simply no other jobs available. It's some patriotism or beleif in what Shrub is doing to thier country. It's economic desperation.
And add to this the LIE that the US isn't coloning Iraq. If Shrub didn't intend to stay, they wouldn't be building PERMAMENT US bases. (That''s just what a colonizing empire does when it takes over a new terratory)
Why should the iraqis care about the reconstruction? it's not THIER country being rebuilt anyway. It's NEO-CON land. They just live in it.
if I had to suggest something,,break iraq back down into the original three areas it was before the british invaded and give each enough money to rebuild...and then let them do them rebuilding. Then they wouldn't have to worry about thier neighbor and they would place some value on what they have created and want to protect it.
But that ain't going to happen.
