include those only voting in Iraq or does that include those voting from other countries? That could make a difference.

1. It's probably only those voting outside Iraq

which was something like 10% of those eligible who actually registered.

my understanding is that is the percentage of registered voters and only 10% of the adult population is registered.
Puts the numbers into context doesn't it?

that puts the Sunni vote well below half.
