Saddam, an eligible voter, didn't cast ballot - Are we surprised?

Why am I not surprised at this, Do you even suppose he was offered the opportunity?

that legally he should have been able to run if he wanted to.
Maybe they didn't let him vote because he didn't have a food ration card they could take away.
