In truth it is because of religous fundamentalism that they showed up to vote. Ali Sistani issued a Fatwah to shiites that made it a religous commitment to vote. And the ties between Sistani and Irans Shiite sect was clearly established by the white house in the run up to the election.
A month ago the administration was hoping to have only their slate of candidates available to the voters. But Sistani insisted that his slate be included and the administration gave in to this demand. The reason was becasue if Sistani had pulled his support, the election would have been a disaster. The sunnis had already decided to boycott and without the shiite population involved the election would have been considered illegitimate to Iraq and the world.
After the next phase and when the consititution is drafted and the Iraqi people return to the polls the shiites will clench their control of Iraq and Iran will have won without so much as firing a shot or making a campaign contribution.
