Resolved, that the Constitutional provision that the President is required to, from time to time, update the Congress on the state of the union, should be interpretted thus:
1. That the state of the union update be provided to the Congress semi-annually,during the months of January and July of each year, and in written format.
2. That the verbal presentation of this update should be attended only by members of the Congress and a limited number of representatives of the electronic media.
3. That every Representative or Senator, subject to the prevailing rules governing joint sessions of Congress, should be allowed to ask direct questions of the Presidents, as is done in Great Britain, for the purposes of clarifying any portion of the address, or any other important topic that might have been omitted from said address. ----------- I would love to see someone bring a bill like this to the floor of either house of Congress.
