SSI: countering the 'leave it to heirs' argument

I understand the information in this article to state that the amount that could be left to heirs will actually be greatly diminished or even eliminated entirely by the need to put the private accounts or large portions thereof into annuities.
Am I interpreting this correctly?
Because some Dems I know who support SSI privatization are using the inheritance factor as their reason.

Under privatized program, annuities would be required
By Martin Wolk
Chief economics correspondent
MSNBC
President Bush frequently argues that one of the big advantages of his proposed personal retirement accounts is that unlike traditional Social Security they would allow participants to leave any accumulated wealth to their “children or grandchildren.”
But that is not completely true under the proposal that has been advanced by White House officials, which would require many workers to convert some or all of their savings into annuities that would expire at death.

1. You're right. They SAY it's "your money"
but guess what - IT'S ANOTHER NEOCON BAIT AND SWITCH!

If it was YOUR money, you should just be able to KEEP it, right?

Bottom line (for me) it does NOTHING - NOTHING to address the insolvency issue they keep using to SELL this thing!
