about the temperament part...but I do believe it's likelier that a black conservative would get elected than a black liberal (or hell any liberal for that matter).

A black conservative like Rice wouldn't scare all the white folk. Plus she's seen to have "foreign policy/national security credentials", even though she's proven to have been absolutely incompetant as NSA.
