Can someone from Costa Rica run for President?
They are citizens, but they aren't a state. I guess I would have to ask a constitutional judge for this one, but I will settle on DU.

1. Costa Rica? Do you mean Puerto Rico?
If Puerto Rico, I believe yes, anyone born in Puerto Rico has automatic US citizenship. They only have a delegate in Congress but they have full voting rights if they move to a US State.

Costa Rica- If the person was born on US soil they are a US citizen. Naturalized citizens cannot be elected president .

3. Puerto Ricans- maybe yes, maybe no
according to this article it's unclear under the definition of "statutory citizens" used for Puerto Ricans under the law:

Can A Puerto Rican Become President Of The United States?

The answer to this broad question is, "maybe yes and maybe no." As "statutory citizens," the nearly four million Americans born in Puerto Rico might not be considered "natural born," a Constitutional requirement to become President of the United States. Let?s look at a few cases!
