I bet it is being used, as we speak, to finance another war in Iran.

1. No, I think this is how it works
Give Halliburton a no-bid contract to handle all the logistics in a combat zone. Start a war, write a humongous blank check, and trust that your good buddies in that company are actually going to deliver the mail, meals, water, armor, and all the other stuff they were supposed to do. When the stories start to appear that none of the above was actually delivered, deny everything (shoot a journalist or two if you must), point to the humongous numbers of yellow ribbons on people's cars, and ask why you hate America.
