1. Actually several KS towns have been doing this for a few years
now. One thing they have in their favor is excellent schools. KS funds these small town schools at a hugely disproportinate rate compared with larger school districts. The smallest school districts get as much as $11,000 per student while large and mid-size districts get about $3500 per student. Some of these small schools have state of the art computer labs and libraries, internet connections in every classroom, brand new gyms and sports complexes, and other amenities that most kids never get. All of this goes on while big school districts cut from the budget any copy paper or new textbooks (as they are doing in Wichita).
The state has been involved in an almost decade long legal battle over that now. Finally the State Supreme Court ruled it unconstitutional and a fix is required by April of this year. (Education is the ONLY thing mandated by the Constitution of Kansas for the state to pay for and provide.) Of course, the conservatives in the legislature have spent their time on the important things like gay marriage and teaching creation and what not. Education funding has been ignored again.

2. keep encouraging driving at any cost
take the entire western thrid of kansas & turn it back over to the buffalo.

same goes for the whole swath of the high plains from montana to texas.

Why would anyone want to move to a state where they want to ban gay rights and mandate creationism?

I'm sorry, I'd rather move to Iraq.
