German prosecutor today refused to investigate and try for war crimes several top American officials, including Defense Secretary Donald Rumsfeld, for their alleged roles in the abuse of Iraqi prisoners.

5. Perhaps not everywhere, but in Germany: Yes.
Theoretically he could be indicted in Germany. But not necessarily.

The prosecutors decided that it is primarily the task of the US to prosecute these war crimes, and as the US are prosecuting some war criminals, there is no need for Germany to interfere.

That cannot be a surprise.

3. This is the third European country in which
war crimes investigations of US actions in Iraq have been halted. Spain, Belgium, now Germany. America can get away with anything...
