People should have to sign this statement before being allowed to vote

Imagine if people were required to sign this statement before they were allowed to vote in elections:

"I (the voter) hereby acknowledge that Saddam Hussein's government of Iraq had nothing to do with the September 11, 2001 attacks on the US. I also acknowledge that Saddam Hussein and his government had no relationship with the Al Qaeda organization and its leaders, including, but not limited to, Osama bin Laden."
