The winner will never pay, so he'll file a non-paying winner claim and he will be credited for the final value fee. I'd probably do it for a quarter too! It's funny!!!

The problem I would have is that I sell on Ebay regualarly, and if they suspect fraud, they kick you off, sometimes permanently! I don't want the risk.
