A highway through heaven

Plans to build toll road along prime surf spot bring wave of protest

Southern California's surf culture is on a collision course with its car culture at San Onofre State Beach, where developers are considering a toll road that would slice through the beach preserve.

The proposal has spurred cries of protest from park officials, environmentalists and the state attorney general, who say a park is no place for a highway.
