WE KNOW the only real way to 'fix' SS is by removing the salary cap.

When it gets down to the nut-cutting, he'll cave in and say "oh, allright... we'll "RAISE TAXES" (never say "remove the cap") because THERE IS NO OTHER WAY, and THE DEMOCRATS MADE ME DO IT.

So then he's got the door open to raise taxes at will, because "THE DEMOCRATS MADE ME DO IT".

Giving him more money to steal, and someone to blame it on, just in time for the '06/'08 elections.

And if I understand the issue correctly, this has been a dream of the GOP for quite some time now. Of course, if he doesn't get his way, he will blame the Democrats. And if the trust fund is emptied out through poor budgeting, he'll blame the Democrats. Etc.

Personally, I think it's a last ditch effort to save his godawful "plan" -- hoping that Repubs and maybe even some Dems will support him if the alternative is "raising taxes."

Since raising the cap is such a good idea... I find it hard to believe it'll actually happen.

Bush is going to act like Santa, pretending that privatized SS is going to make everyone rich, and pretend like those bad dems made him raise taxes.

Besides, higher taxes are going to the SS surplus fund, which Bush is going to steal anyway. So why make it bigger, even with a rich guys' money?

4. The real goal is a VAT

The chimp* needs money quick fast and in a hurry to pay for his folly in the middle east, and he can't run down to the payday loan store. A VAT is the most regressive and would'nt affect the rich piggies as much as everyone else.
