What kind of powers will Negroponte have?

What kind of powers will Negroponte have?

Has anyone seen a good link or two describing the powers of his position? It's a brand new office.

EDIT: I'm hoping to gather some specific data with this question, like this:

"Many in Congress and within intelligence agencies have questioned whether the new legislation assigned enough power to the new intelligence chief to exert control over existing intelligence agencies, including the National Security Agency, the National Geospatial-Intelligence Agency and the National Reconnaissance Office, which report to the Pentagon. In private conversations, many have said the new officeholder must move quickly to demonstrate to Mr. Rumsfeld that it is the director of national intelligence, not the defense secretary, who has the last word on intelligence matters."

4. Have seen nothing about what powers he will have.
I feel that the CIA has been emasculated with the appointment of Goss as DCI. The real power in intelligence will be Rumsfeld's office. That is not to say DoD will be a player in Intel, I mean OP's will be run out of Rumsfeld's office.

I don't know how close Negroponte and Rumsfeld are. I assume the must be able to work together or Negroponte would have never been appointed USAmb to Iraq and now Intel Czar.

7. PLEASE WILL, Let's not coronate him yet.
We need to draw the line here. I mean that literally, as Chief Leon Shennondoah litterally drew a line in the dirt to keep the US Govt from expanding the highway through Onandaga Nation Land before the Attica riots.

At some point we need to take a stand before our constitutional rights are gone completely. This is a truely frightening development, I think.

Please tell me it is another meaningless appointment and explain why.

I am becoming truely worried about our future.

13. Reid praised him tonight on PBS
and Negroponte was approved 97-3 for his UN post. There is no stopping this.

9. He will meet with Bush regularly
Someone on NPR earlier stressed the importance of this--being the one that meets with Bush regularly. He said that if Bush decided to meet with the White House chef regularly to go over policy, this would make the White House chef a powerful person.
