Is the selection of Negroponte a snub to Goss?
I seem to remember that when he lobbied for the CIA job he was hoping to eventually rise higher to the new post.

Not that it could not have happened to a nicer guy, just wonder whether Goss may just grab his ball and leave the game.

WASHINGTON -- John Negroponte is President George W. Bush's pick to be the nation's first intelligence czar -- but he may not have been the first choice.

An administration official said some other candidates turned down the post, including former CIA director Robert Gates, who was reportedly Bush's first choice. Others thought to have been in the running for the job included White House homeland security adviser Fran Townsend, Army Gen. Tommy Franks and CIA Director Porter Goss.

The official said the candidates were worried the legislation setting up the post was too vague about its authority.

The White House denied any trouble in finding somebody to take the job. Even before Bush's choice was revealed, White House press secretary Scott McClellan defended the lengthy period of time it took to find a nominee.

2. He may have liked the idea...
... but I think he'll stay where he is. Both Negroponte and Goss like the idea of lots more covert ops people, so they'll probably get along fine.
