1. Pray that the House and Senate can't reach agreement...

IMHO it's our best hope, because the Speaker and the President Pro Tem don't get along very well.

2. House members could jump ship

So the Senate has a quorum. Then let the House skip town. They can hold this off past the 2004 election with just another month or two of staying power. When the real legislative session convenes in 2005, the 2/3rds rule will be back in effect again.

maybe (hope) the TX house dems are just waiting for the right moment.

I'm not sure if said suits would postpone or prevent redistricting from going into effect, though.
