The assembly's legal committee voted 71 to 35 with 43 abstentions to adopt the proposal put forward by Honduras and backed by the United States but opposed by advocates of stem cell studies.
The nonbinding measure now goes to the full 191-nation assembly.

Unless the full GA voted to ban (and I have not seen any coverage to substantiate this) look at the misleading spin of this newswire release, implying a "UN ban":

WASHINGTON, Feb. 18 /U.S. Newswire/ -- The 17,000-member Christian Medical Association today applauded the United Nation's passing of a ban on human cloning. "We trust that the United Nations' call to protect human dignity and human life as well as to prevent the exploitation of women will motivate lawmakers to adopt policies that follow this ethic," noted CMA Senior Policy Analyst Jonathan Imbody. "No longer should we accept equivocation on this fundamental human life issue.
"The United Nations has recognized that there is simply no ethic, religious or otherwise, that can justify exploiting and taking the lives of some to further the interests of others. "Now it is time for Congress to take up this principled stance and ban human cloning in America in all its forms--including so-called 'therapeutic cloning', SCNT and every other name devised to mask human cloning."
