Who is Joe Klein who writes for Time?

I was sitting in a waiting room yesterday and picked up the issue of Time with A.Q. Khan on the cover - and came across an article called "The Incredible Shrinking Democrats". I won't dirty up DU by posting excerpts of that filth in this message, but you can Google the article title if you really want to read it. But basically the guy was gushing over the President's State of the Union address and claiming the Democrats are making themselves more irrelevant by opposing Bush on everything he does. Anybody know if this guy is just some Republican shill writing for Time? I would have expected an article immediately following or preceding it supporting the Democrats if it was some kind of editorial.
