"Center of our agenda". Bushism? Speechwriter slip?

"Center of our agenda". Bushism? Speechwriter slip?
From Shrubby in Belgium today:

"This approach not only reduces the danger to free peoples, it honors the dignity of all peoples, by placing human rights and human freedom at the center of our agenda."

Now, I was under the impression that an agenda, being a list, would read from top to middle to bottom. So, apparently, are many others because if you Google "center of our agenda" you get a whopping 82 hits.
In comparison "top of our agenda" gets 11,800 hits.

So was this term an ad libbed Bushism, a speechwriter screw-up, a major policy change placing freedom and human rights much lower on the "to do" list, or have we somehow acquired a circular agenda?

1. He probably meant "centerpiece", but we all know that...
Bush can't speak words that are more than two syllables, so he probably shortened it.

That's some agenda for freedom and human rights.
