exploited by terrorists.The incident, which is under investigation by the Transportation Security Administration and the FBI, has reignited a fierce debate between the Bush administration and members of Congress, who contend that the case underlines a key vulnerability: Air cargo, unlike passengers, is not electronically screened.

but opposed by the Bush administration would require that cargo boxes be screened if they are to be transported on a passenger planes.

The Bush administration acknowledged that cargo security
needs to be improved , but maintained that technology is not yet available to electronically screen cargo containers without damaging their contents. Other screening methods would require vast increases in security spending and cause
economic harm to the cargo industry, the administration argues.
"The next time your nail clippers are confiscated at the security gate, ask the TSA guards whether there is anyone carrying a crowbar or a gun or a bomb in the cargo hold," said US Representative Edward J. Markey, Democrat of Malden, who cosponsored the amendment languishing in Congress. "If they are honest, they'll tell you, `We don't know, `cause we don't check.' "
