At first I thought that was just dirt, but I just found out that Bush kept his gloves on inexplicably during his trip to Slovakia. He even shook hands with people with them on which is a great sign of disrespect over there. He only took the gloves off to wave to the crowd just before getting on the plane... which, judging from the flag behind him, is this photo.
