Doesn't the BTK guy look like a brownshirt nazi?

I was going to post the photo, but when I downloaded it the settings on my computer were changed, so you'll have to go find it yourself if you haven't already seen it.
The one I'm talking about is the one that's everywhere, a middle aged white guy in a brown shirt with epilaths(sp) and black tie.
I see that and it screams NAZI.
That is what passes for normal?

The brown shirt is probably his cub scout leader's shirt.

Much has been made of his having been a cub scout leader.
