Is there any way to make it illegal to use the National Guard

1. i doubt it.

it's been done before. even then, it'd push on a draft all that quicker. then they'd say "because of the democrats making the national guard illegal outside our country, we'll have to set a draft to build up the army!"

2. Sure it is:

elect enough members of Congress dedicated to that idea, and a President that will sign the legislation. But, then, what would be the point of having a National Guard receiving federal support. You could have 50 State Guards, I suppose.

5. Governors of each state can request recall of their state's Guard

and there is action underway now in Oregon, Vermont with resolutions placed to the Governors of those states to ask for recall of their states National Guard. We are working on a resolution for Washington state.
