1. In the movie Whitmore is an actual veteran and hero of the Gulf War
Also, the President commanding a squadron of fighters against an alien invasion would be awe inspiring and heroic beyond words

Bush would probably just shit himself.

Whitmore was a war hero, and inherited a terrible situation. (Sort of like Clinton.) Li'l Georgie is a coward and inherited the best fiscal position of any president in our history.
