What ever happened to Public Access TV? Cant find it anymore.

What ever happened to Public Access TV? Cant find it anymore.
The channels that once had PATV are now "Government Access TV".
Is this just another piece of the 1st amendment taken away or an example of state controlled media? Maybe its just what my cable provider has to offer?
Just curious. Anyone have a take on this?

1. We have both
Government access on 21-25 and public access on 77. That's Western Washington but I don't know about the rest of the nation.

3. We're in San Diego and have Cox Communications.
I've noticed that it seemed to dissapear around 2 years ago.
I used to love to watch local discussion groups, bands, public info, etc..
